A wand cleans in a narrow fan, which means overlapping passes and visible arcs left behind. A rotary surface cleaner covers a wide, even path at consistent pressure and distance — the concrete comes out one uniform color.
It's slower to set up, and it's the reason our driveways don't look like tiger stripes when the sun hits them.
General grime, algae and mildew come off with the surface clean. Actual stains need chemistry, and each one needs different chemistry:

The green-black film on a shaded walkway or pool surround is algae, and when it's wet it's genuinely slick. On steps and pool decks it's the one part of this work that's about more than looks.

Questions
Often, mostly. Fresh oil comes up well. A stain that's been soaking for ten years has penetrated the concrete and usually lightens significantly rather than disappearing. We'll give you our honest read from a photo before you commit.
Not properly done. Damage happens when someone holds too much pressure too close, which etches the surface and leaves permanent wand marks. A surface cleaner at the right pressure can't do that.
Not currently. If your driveway needs sealing we'll tell you and point you somewhere rather than guess at it.
